About the memorial: Memorial to Lieutenant Colonel Ernest Alfred Russell Howell, 6th Dragoon Guards (Carabineers). Second son of the late Arthur Pearse Howell, I.C.S. and Laura Maria Russell. Baptised on 15 Jan 1869 in Simla, Bengal, India. Gentleman Cadet at the Royal Military College, Sandhurst 1887. Commissioned into the 6th Dragoon Guards 11 Feb 1888. Promoted to Lieutenant in the Madras Staff Corps on 30 Mar 1889. Promoted to Captain, Indian Staff Corps on 1 Feb 1899. He married Lilian Lucy Anna Eckford in 1901 at Shanghai, China. They had 2 children. Promoted to Major 11 Feb 1906. Lost at sea in 1915 when a passenger on SS Persia which was sunk by a German U-Boat off Crete. He was one of 343 of the 519 aboard to drown. Also commemorated on a brass memorial plaque in Christ Church, Simla (Shimla), India alongside a memorial to his father.

The Pre-application enquiry form is a series of questions to see if your project is eligible. If it is, you will need to provide further details and submit current colour photographs of the war memorial in either a png, gif, jpg or jpeg format.
