From the evidence of other photos from this person, I believe these may have been taken around or before 2000. So they are not a good guide to present condition. But they surely show Poor condition then. Being in a cemetery makes it likely to be a private memorial which makes it unlikely that anything has been done since. Site visit needed - a case for "Can You Help"?
